Title: Limits the Issuance of Bonds

Vote to pass a bill that limits the issuance of bonds and leases to state governmental agencies, effective November 1, 2013.

Highlights:
  • Prohibits the legislature from authorizing a state entity to incur obligations that would exceed 28 percent of the General Fund and exempts the following (Sec. 1):
    • An entity that has the authority to impose a fee or other charge to pay off any excess obligation; and
    • The Master Lease Program.
  • Prohibits the state legislature from modifying any state-imposed tax for the repayment of the principle, interest or other cost of a bond or lease (Sec. 1).
