Title: Defines a "Human Being"
Vote to pass a bill that defines a "human being" as a person at any stage of development.
- Expands the definition of a “human being” to include a person at any stage of development (Sec. 1).
- Exempts the following actions from the definition of homicide, manslaughter, and negligent homicide (Secs. 2 & 3):
- Medical treatment for life-threatening conditions resulting in the accidental death of another person;
- Medical treatment for life-threatening conditions of pregnancy;
- Collecting, transferring or preserving an embryo created through in vitro fertilization;
- Disposal or destruction of an embryo created through in-vitro fertilization that would not produce a live birth or which has not progressed in development for 36 hours in culture; and
- Administration of contraception prior to a clinically diagnosable pregnancy.
- Specifies that the charge of homicide, manslaughter and negligent homicide apply only to the principle actor, and not the pregnant woman, for actions upon the fetus (Secs. 2 & 3).
- Requires the Department of Human Services to expand Medicaid coverage for all pregnant women to the maximum extent allowed under federal law (Sec. 4).
- Requires the Department of Human Services to provide coverage for pregnancy-related care and delivery costs to women who do not have private health insurance (Secs. 5).
