Vote to pass a bill that defines a "human being" as a person at any stage of development.
Highlights:
Expands the definition of a “human being” to include a person at any stage of development (Sec. 1).
Exempts the following actions from the definition of homicide, manslaughter, and negligent homicide (Secs. 2 & 3):
Medical treatment for life-threatening conditions resulting in the accidental death of another person;
Medical treatment for life-threatening conditions of pregnancy;
Collecting, transferring or preserving an embryo created through in vitro fertilization;
Disposal or destruction of an embryo created through in-vitro fertilization that would not produce a live birth or which has not progressed in development for 36 hours in culture; and
Administration of contraception prior to a clinically diagnosable pregnancy.
Specifies that the charge of homicide, manslaughter and negligent homicide apply only to the principle actor, and not the pregnant woman, for actions upon the fetus (Secs. 2 & 3).
Requires the Department of Human Services to expand Medicaid coverage for all pregnant women to the maximum extent allowed under federal law (Sec. 4).
Requires the Department of Human Services to provide coverage for pregnancy-related care and delivery costs to women who do not have private health insurance (Sec. 5).
