Title: Defines a "Human Being"

Vote to pass a bill that defines a "human being" as a person at any stage of development.

Highlights:

  • Expands the definition of a “human being” to include a person at any stage of development (Sec. 1).
  • Exempts the following actions from the definition of homicide, manslaughter, and negligent homicide (Secs. 2 & 3):
    • Medical treatment for life-threatening conditions resulting in the accidental death of another person;
    • Medical treatment for life-threatening conditions of pregnancy;
    • Collecting, transferring or preserving an embryo created through in vitro fertilization;
    • Disposal or destruction of an embryo created through in-vitro fertilization that would not produce a live birth or which has not progressed in development for 36 hours in culture; and
    • Administration of contraception prior to a clinically diagnosable pregnancy.
  • Specifies that the charge of homicide, manslaughter and negligent homicide apply only to the principle actor, and not the pregnant woman, for actions upon the fetus (Secs. 2 & 3).
  • Requires the Department of Human Services to expand Medicaid coverage for all pregnant women to the maximum extent allowed under federal law (Sec. 4). 
  • Requires the Department of Human Services to provide coverage for pregnancy-related care and delivery costs to women who do not have private health insurance (Sec. 5).
