Highlights:

• Requires an individual to determine if the fetus has a detectable heartbeat before performing an abortion, except when a medical emergency exists (Sec. 1).

• Prohibits an abortion if a fetal heartbeat is detected, except when the abortion is deemed medically necessary under the following circumstances (Sec. 2):
• To prevent the death of the patient; 
• To prevent a serious risk of substantial and irreversible impairment of a major bodily function of the patient; or 
• To save the life of the fetus.

• Classifies the abortion of a fetus with a detectable heartbeat as a Class C felony (Sec. 2). 

• Prohibits the prosecution of a patient on whom the abortion was performed in violation of the provisions of this bill (Sec. 2).
