Title: Extends Renewable Energy Requirements for Utilities

Vote to pass a bill that extends dates by which the statewide minimum renewable energy requirements of utilities must be met, effective immediately.

Highlights:

  • Extends the date by which a percentage of utilities must be generated from renewable energy (Sec. 1):
    • 10 percent generated from renewable energy delayed from 2015 to 2017;
    • 15 percent generated from renewable energy delayed from 2016 to 2018; and
    • 20 percent generated from renewable energy delayed from 2020 to 2024.
  • Authorizes the Kansas Corporation Commission to further delay the 15 percent and 20 percent requirements if there is good cause, including, but not limited to, excessive costs for customers or availability of firm transmission service (Sec. 1).
  • Requires the Kansas Corporation Commission to annually determine whether investment in renewable energy causes rates to increase more than 1 percent than an equal investment in nonrenewable energy (Sec. 2).
