Vote to pass a bill that establishes a comprehensive human sexuality education grant program.

Highlights:

• Establishes a comprehensive human sexuality education grant program to provide money through federal grants to public schools or school districts to create or implement a “comprehensive human sexuality education” program (Sec. 3).

• Defines “comprehensive human sexuality education” as a program that is evidence based, culturally sensitive, includes positive youth development principles, comprehensive, and is medically accurate (Sec. 3).

• Specifies that “culturally sensitive” includes resources and information that is meaningful to the experiences and needs of communities that are traditionally left out of sexual health education programs, including, but not limited to, the following groups (Secs. 2 - 4):
• Lesbian, gay, bisexual, and transgender communities;
• People with physical or intellectual disabilities; or
• People who have experienced sexual victimization.

• Requires comprehensive human sexuality education to include medically accurate information about all methods to prevent unintended pregnancies and sexually transmitted diseases and infections, emphasize the importance of abstinence and the link between the human papillomavirus and cancer (Sec. 3).

• Requires school officials to get written consent from the parent or guardian of the child before the child may be exempted from any program teaching human sexuality or reproduction (Secs. 2 & 5).

• Prohibits human sexuality programs from being taught to children in kindergarten through third grade unless the content relates to issues including, but not limited to, personal hygiene, respecting personal boundaries, and personal safety (Secs. 2 & 3).

• Authorizes the Department of Public Health and Environment to distribute grants to public schools and school districts for periods of 1 to 3 years (Sec. 3).

• Prohibits public schools or school districts from using federal funds received as of July 1, 2013, for an abstinence education program (Sec. 2).

Vote to pass a bill that establishes a comprehensive human sexuality education grant program.

Highlights:

• Establishes a program to provide money through federal grants to public schools or school districts for use in the creation or implementation of a “comprehensive human sexuality education” program (Sec. 3).  

• Requires “comprehensive human sexuality education” to provide medically accurate information that is evidence based and culturally sensitive on all methods to prevent unintended pregnancies, information about abstinence, sexually transmitted diseases and infections, and the link between the human papillomavirus and cancer (Sec. 3). 

• Authorizes “comprehensive human sexuality education” to include (Sec. 3):
• Encouraging family communication about sexuality;
• Teaching young people how to avoid and avoid making unwanted verbal, physical, and sexual advances;
• Developing safe relationships and preventing sexual violence in dating; and
• The impact of alcohol and drug use on responsible decision-making.

• Specifies that “culturally sensitive” education includes resources and information for individuals and groups that are traditionally left out of sexual health education programs, including (Secs. 2 & 3):
• Lesbian, gay, bisexual, and transgender communities;
• Immigrants and people of color;
• People with physical or intellectual disabilities; and
• People who have experienced sexual victimization.
