Vote to pass a bill that increases locations for gambling and reduces taxes on certain casinos.

Highlights:
  • Expands the definition of a "gambling game" at a racetrack to include live table games and mobile gaming devices (Sec. 49).
  • Requires the owner or operating agent to request approval from the state fair commission to use a limited mobile gaming system or device (Secs. 5 & 8).
  • Authorizes a licensed owner to relocate gaming operations from a docked riverboat to an inland casino if (Sec. 30):
    • The casino lies on property adjacent to the dock site of the riverboat; and
    • The adjacent property is owned by the licensed owner.
  • Prohibits a licensed owner from conducting gaming operations at an inland casino and a docked riverboat simultaneously (Sec. 30).
  • Reduces the tax from 15 percent to 5 percent for riverboats and racetracks with less than $75 million of adjusted gross receipts during the preceding state fiscal year (Sec. 41).
  • Requires a licensed owner of a riverboat whose adjusted gross receipts exceed $75 million in any state fiscal year to pay an additional tax of $2.5 million (Sec. 41).
  • Repeals the riverboat and the slot machine taxes (Secs. 15 & 44).
  • Establishes a supplemental wagering tax of 3.45 percent of the adjusted gross receipts (Sec. 44).
  • Limits the tax deduction for a licensed owner or operating agent to $2 million (Sec. 43).
  • Establishes the Indiana Gaming Investment Tax Credit for certain capital investments made after December 31, 2013 but before January 1, 2019, by a licensed owner or operating agent of a riverboat or by a racetrack licensee (Sec. 90).
