Title: Requires Photo Identification for Voting

Vote to pass a bill that requires an individual to present photo identification prior to voting.

Highlights:

  • Requires an individual to present non-expired photo identification prior to voting, including (Sec. A):
    • A valid Missouri driver’s license;
    • A valid Missouri non-driver’s license;
    • A valid document issued by the United States or Missouri containing the name and photograph of the voter; and
    • A valid photo identification issued by the United States armed forces or Missouri national guard.
  • Authorizes an individual who does not present a valid form of personal identification to cast a provisional ballot (Sec. A).
  • Authorizes an individual who casts a provisional ballot due to a lack of valid identification to return to the election authority with valid photo identification within 3 days of casting the provisional ballot (Sec. A).
  • Authorizes an individual to cast a provisional ballot without presenting valid photo identification if the individual signs an affidavit affirming certain reasons for not possessing a valid photo identification, including (Sec. A):
    • The voter has a physical or mental handicap;
    • The voter has a religious objection to the allowed forms of identification;
    • The voter is unable to pay for supporting documentation; or
    • The voter was born on or before January 1, 1948.
  • Requires the state to provide valid photo identification, at no cost, to any qualified individual who does not possess valid photo identification and requests it in order to vote (Sec. A).
  • Prohibits election officials from enforcing the identification requirements of this bill unless state funds are appropriated and distributed in order to cover the costs associated with this bill (Sec. A).
  • Specifies that this bill will only be effective upon approval of a constitutional amendment by voters in a state-wide election (Sec. B).
