Title: Changes Eligibility for College Financial Aid

Vote to pass a bill that prohibits students with graduation waivers from receiving state financial aid and requires secondary schools to monitor students who are likely to need remedial courses after graduation, effective July 1, 2013.

Highlights:

  • Requires the State Board of Education to create a college and career readiness exam to determine if a student is likely to require remedial work at a postsecondary educational institution or workforce training program (Sec. 9).
  • Prohibits a student who receives a graduation waiver after June 30, 2014 from receiving state scholarships, grants or assistance for higher education unless the student (Sec. 11):
    • Passes the college and career readiness exam; or
    • Uses the assistance for credited degree seeking courses.
  • Requires the state board of education to develop guidelines to assist secondary schools in identifying a student who is likely to require remedial work (Secs. 9 & 15).
  • Requires a grade 11 student to take the college and career readiness exam if the student has failed a graduation exam or been identified as likely to require remedial work (Sec. 9). 
  • Expands the remediation grant program to provide targeted instruction for students to (Sec. 8):
    • Reduce the likelihood that a student may fail a graduation exam and require a graduation waiver; and
    • Minimize the necessity of remedial work for a student while attending postsecondary educational institutions or workforce training programs.
  • Requires an achievement plan for a secondary public school to include provisions for reducing the number of graduation exam waivers granted to graduates (Sec. 3).
