Title: Establishes Wyoming Lottery Corporation
Vote to pass a bill that establishes the Wyoming lottery corporation and specifies procedures for the operation of the state lottery, effective July 1, 2013.
- Establishes the Wyoming lottery corporation, which has the authority to do the following, but not limited to (Sec. 1):
- Initiate, supervise and administer the operation of the lottery;
- Enter into written agreements with 1 or more states for the operation of a joint lottery; and
- Conduct market research.
- Requires the net profits of the Wyoming lottery corporation be distributed in the following ways (Sec 1):
- At least 45 percent be made available as prize money;
- At least 6 percent be given to retailers for compensation; and
- Transfer the remaining profits to the state treasurer for distribution to county, city, and town general funds 4 times per year.
- Specifies that any lottery games operated by the Wyoming lottery commission are exempt from the definition of gambling (Sec. 2).
- Excludes the following from the definition of lottery games (Sec. 1):
- Instant tickets;
- Scratch-off tickets; and
- Video lottery terminals.
- Establishes a 9-member board of directors to oversee the Wyoming lottery corporation, with members appointed by the governor for a 4 year term (Sec. 1).
- Authorizes the board of directors to perform a variety of functions including regulating the following, but not limited to (Sec. 1):
- The type of games to be conducted;
- The sale prices of tickets; and
- The frequency of games and drawings.
- Prohibits the Wyoming lottery corporation from entering contracts with any vendor in which a public official has more than a 10 percent ownership interest (Sec. 1).
