Vote to concur with Senate amendments and pass a bill that prohibits public employees from being required to join labor unions or pay union dues as a condition of employment, effective 90 days after the legislature adjourns.

Highlights:

  • Prohibits a public employee from being required to engage in certain activities as a condition of employment, including, but not limited to, the following activities (Secs. 9 & 10):
    • Becoming or remaining a member of a labor organization or bargaining representative;
    • Financially supporting a labor organization or bargaining representative; or
    • Paying to a charity or third party charges required of members of a labor organization or bargaining representative.
  • Prohibits any individual from interfering with, restraining, coercing, or discriminating against public employees in order to encourage or discourage membership in a labor organization (Secs. 9 & 10).
  • Prohibits labor organizations from interfering with, restraining, coercing, or discriminating against public employees or employers for the purposes of collective bargaining (Sec. 10).
  • Appropriates $1 million to the Department of Licensing and Regulatory Affairs for the enactment of this bill (Sec. 10).
  • Exempts public police and fire department employees from the provisions of this bill (Sec. 10).
  • Exempts agreements in effect on March 16, 2012, from the provisions of this bill until the agreement expires or is terminated, extended, or renewed (Sec. 10).
