Vote to pass a bill that authorizes issuing temporary visitor's driver's licenses to undocumented immigrants, effective 10 months after passage and approval.

Highlights:
  • Authorizes the Secretary of State to issue a temporary visitor’s driver’s license to an individual who meets the following criteria (Sec. 10):
    • Has lived in Illinois for at least 1 year;
    • Is ineligible to obtain a social security number; and
    • Is unable to provide documentation issued by the United States Citizenship and Immigration Services authorizing the individual’s presence in the country.
  • Prohibits a temporary visitor’s driver’s license from being used as proof of the holder’s identity (Sec. 10).
  • Requires a notice to be printed on the face of the temporary visitor’s driver’s license stating that it is not acceptable proof of identity (Sec. 10). 
  • Requires the individual applying for a temporary visitor’s driver’s license to present a valid unexpired passport or identification document issued by a consulate of the individual’s country of citizenship (Sec. 10).
  • Specifies that an individual issued a temporary visitor’s driver’s license is subject to all provisions and regulations to the same extent as any other individual issued a driver’s license, including insurance and examination requirements (Sec. 10).
