NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES APPROVAL BY A THREE-FIFTHS MAJORITY IN EACH CHAMBER OR MAJORITY APPROVAL IN TWO CONSECUTIVE YEARS. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
