• Authorizes county and municipal authorities who hold a permit to regulate combined sewer overflows to establish, provide, and maintain a stormwater utility for the purpose of creating a stormwater management system (Sec. 2).

• Authorizes the governing bodies of stormwater utilities to charge fees for the direct or indirect use of their services (Sec. 2).
