Title: Increases Requirements for Learner's Permits
Vote to pass a bill that increases requirements for special learner's and examination permits.
- Increases the examination and special learners permit period from 6 months to 1 year (Sec. 1 & 5).
- Requires examination permit applicants who are less than 21 years of age to complete a driver orientation program approved by the Division of Highway Traffic Safety (Sec. 1).
- Requires an examination permit holder less than 21 years of age to complete a minimum of 50 hours of practice driving, 10 of which must be completed at night, to be certified by the permit holder’s parent or guardian before obtaining a probationary driver’s license (Sec. 1).
- Requires special learner’s permit applicants who are less than 18 years of age to complete a driver orientation program approved by the Division of Highway Traffic Safety (Sec. 4).
- Requires special learner’s permit holders to take a minimum of 6 hours of an approved private, one-on-one, behind-the-wheel driving education course in order to qualify for provisional license, whereas existing law did not require the course to be private or one-on-one (Sec. 3).
- Requires at least 1 parent or guardian of an examination or special learner’s permit applicant who is less than 18 years of age to complete an approved teen driver orientation program (Secs. 1 & 4).
- Authorizes a relative or supervising adult who is at least 21 years of age, and has been licensed to drive a passenger automobile or motorcycle for at least 3 years, to complete an approved teen driver orientation program if a parent or guardian is unavailable to do so (Sec. 1 & 4).
