Vote to concur with House amendments and pass a bill that expands gambling and authorizes the establishment of 1 new casino.
Highlights:
- Authorizes the construction of 1 casino in Prince George’s County no earlier than July 1, 2016 or 30 months after the video lottery facility in Baltimore city is open to the public (Sec. 2).
- Authorizes the Video Lottery Facility Location Commission to allocate no more than 6 video lottery operation licenses and no more than 16,500 video lottery terminals (Sec. 2).
- Authorizes the Video Lottery Facility Location Commission to allocate no more than 3,000 video lottery terminals to a video lottery facility in Prince George’s County (Sec. 2).
- Establishes a $425 annual fee for each video lottery terminal operated by the video lottery operation licensee in a given year (Sec. 2).
- Authorizes a video lottery operation licensee to operate table games including, but not limited to, the following (Sec. 2):
- Roulette;
- Blackjack; and
- Craps.
- Prohibits the Video Lottery Facility Location Commission from charging a video lottery facility a fee to offer table games (Sec. 2).
- Requires the proceeds from table games at a video lottery facility to be distributed as follows (Sec. 3):
- 80 percent to the video lottery operation licensee;
- 5 percent to the local jurisdiction in which the facility is located; and
- 15 percent to the Education Trust Fund.
- Exempts video lottery terminals, any associated equipment and table games owned or leased by a video lottery operation licensee from being subject to property tax (Sec. 1).
- Authorizes casinos to remain open 24 hours a day, whereas existing law authorizes casinos to be open during the following hours (Sec. 2):
- 8:00 AM to 2:00 AM on weekdays; and
- 8:00 AM to 4:00 AM on Saturdays and Sundays.
- Authorizes the Director of the State Lottery and Gaming Control Agency to issue certain veterans’ organizations a license for not more than 5 instant ticket lottery machines per applicant (Sec. 1).
- Prohibits issuing a license to operate an instant ticket lottery machine to veterans’ organizations located in certain counties including, but not limited to, the following (Sec. 1):
- Caroline County;
- Kent County;
- Montgomery County; and
- Worcester County.
- Authorizes a veterans organization that is issued a license to operate an instant ticket lottery machine at the organization’s principal meeting hall in their county (Sec. 1).
- Requires the Comptroller to deposit 10 percent of funds remaining in the State Lottery Fund after June 30, 2014 in the Maryland Veterans Trust Fund (Sec. 1).
- Prohibits an individual who owns an interest in the operation of a video lottery facility from making contributions to any campaign finance entity of a candidate for a non-federal public office in the state (Sec. 1).
- Establishes the Joint Committee on Gaming Oversight to fulfill the following duties (Sec. 1):
- Examine the state’s gaming program;
- Implement new laws relating to gaming; and
- Submit a report to the Governor by December 31 of each year on recommendations for improvements to the state’s gaming program.
