Title: Authorizes Compensation for Eugenics Patients
Vote to pass a bill that authorizes compensation for eugenics patients.
- Establishes the Eugenics Sterilization Compensation Fund in the Office of the State Treasurer (Sec. 5).
- Transfers $10 million from the Office of the State Treasurer to the Eugenics Sterilization Compensation Fund (Sec. 7).
- Requires the Eugenics Sterilization Compensation Fund to compensate each individual who was lawfully sterilized under the authority of the Eugenics Board of North Carolina with a lump-sum payment of $50,000 (Secs. 1 & 5).
- Requires a claim for compensation to be submitted by December 31, 2015 (Sec. 1).
- Requires the North Carolina Industrial Commission to establish rules for determining eligibility for compensation (Sec. 1).
- Prohibits the State from appealing decisions made by the North Carolina Industrial Commission that award compensation to eugenics patients (Sec. 1).
- Exempts any compensation required by this bill from income taxes (Sec. 1).
- Prohibits any compensation required by this bill from being considered income or assets when determining eligibility for public assistance programs (Sec. 3).
