Vote to pass a bill that establishes regulations for hydraulic fracturing operators and encourages renewable energy investment.
Highlights:
- Expands the alternative fuel transportation program to include loans, whereas existing law allowed for grants only (Sec. 122.075).
- Requires water sampling around the proposed horizontal well within 1500 feet before drilling may begin (Sec. 1509.06).
- Requires horizontal well owners to acquire liability insurance from a certified insurer unless it is an exempt Mississippian or domestic well (Sec. 1509.07).
- Requires the pipeline operator, 21 days prior to construction, to provide the Public Utilities Commission with details on the proposed pipeline, including, but not limited to, the following (Sec. 4905.911):
- Description of the constructed pipeline route;
- Description of wall thickness and outer diameter of pipeline; and
- Trade names and volumes of substances used to stimulate the well from the time the well is drilled until the time the well is plugged.
- Requires the pipeline operator to file route and operation information to the Public Utilities Commission no later than 60 days after the pipeline becomes operational (Sec. 4905.911).
