Title: Funding for Public and Private Schools
Vote to adopt a conference resolution that provides aid to certain students in non-public schools.
- Appropriates $3,855 per student as the base amount per public school student from the Minimum Foundation Program (MFP) funds, with additional appropriations over the baseline going to certain students including, but not limited to, the following (Sec. 2):
- Students whose family income is at or below income eligibility guidelines, as provided by the State Board of Elementary and Secondary Education;
- English language learners;
- Special education students; or
- Gifted and talented students.
- Appropriates funds from the MFP for the “Choice System,” whereas funding previously came from the General State Fund (Sec. 1).
- Defines the “Choice System” as a set of programs that allow certain parents and guardians to determine their children's education provider (Sec. 12).
- Appropriates funds from the MFP for the Scholarships for Educational Excellence Program, which provides parental choice to move a student enrolled in a public school that received a low performance rating to a different public or non-public school, beginning in the 2012-2013 fiscal year (Sec. 12).
