Title: School Aid Budget

Vote to adopt a conference report that appropriates funds for the public school system, public universities, and community colleges.

Highlights:

  • Appropriates $10.96 billion from the State School Aid Fund and $282.4 million from the General Fund to the public school system for fiscal year 2012-2013 (Sec. 11).
  • Requires no more than $80 million of the appropriation to the public school system to be allocated to incentive payments to public school districts that engage in certain practices including, but not limited to, the following (Sec. 22f):
    • Accepts applications for enrollment by nonresidents;
    • Monitors each student’s academic growth through assessments in each subject area at least 2 times a school year; and
    • Provides opportunities for students to receive postsecondary credit while attending secondary school.
  • Requires no more than $30 million of the appropriation to the public school system to be allocated as follows to incentive payments to public school districts that meet student academic performance funding goals (Sec. 22j):
    • 30% for performance on state math assessments in grades 3 to 8;
    • 30% for performance on state reading assessments in grades 3 to 8; and
    • 40% for improved performance based on the positive trend over a 4-year period in the percentage of high school students who test as proficient in all subject areas on their state assessments.
  • Requires no more than $130 million of the appropriation to the public school system to be allocated to the Michigan Public School Employees' Retirement System for fiscal year 2012-2013 (Sec. 147c).
  • Appropriates $1.4 billion to institutions of higher education for operations and performance funding for fiscal year 2012-2013 (Sec. 236).
  • Limits performance funding to institutions of higher education that meet certain requirements including, but not limited to, the following (Sec. 265a):
    • The institution participates in reverse transfer agreements with at least 3 state community colleges; and
    • The institution applies qualifying dual enrollment credits to a student’s degree regardless of whether the credits were used to complete a student's high school requirements.
  • Appropriates $9.05 million from the General Fund in tuition restraint funding for public university operations for fiscal year 2012-2013 (Sec. 236).
  • Limits the tuition restraint incentives appropriation to public universities that certify the following (Sec. 265):
    • The university board has not adopted an increase in tuition or fee rates for resident undergraduates after September 1, 2011; and
    • The university board will not adopt more than a 4% increase in tuition or fee rates for resident undergraduates for the 2012-2013 school year.
  • Appropriates $294.13 million for community colleges for fiscal 2012-2013 (Sec. 201).
  • Requires any public or private organization that conducts human embryonic stem cell research to report information to the Department of Community Health by December 1, 2012  including, but not limited to, the following (Sec. 274):
    • Documented proof that no stem cell is taken from a human embryo more than fourteen days after cell division begins;
    • Documented proof that the human embryos were initially created for the purpose of fertility treatment, but were donated voluntarily and with informed consent;
    • Documented proof that no individual purchased or sold human embryos for stem cell research, therapy, and cures; and
    • The list of all human embryonic stem cell lines submitted to the National Institutes of Health for the inclusion in their registry and the status of the submission.
  • Prohibits public universities from using state funds for the purpose of a nonprofit worker training center whose activities include coercion through protest or demonstration against a Michigan business (Sec. 273a).
