Title: Amends Abortion Requirements

Vote to concur with House amendments and pass a bill that requires a woman to receive an ultrasound 24 hours prior to an abortion.

Highlights:
  • Requires an ultrasound to be performed at least 24 hours prior to an abortion, whereas existing law required an ultrasound at least 2 hours prior to an abortion (Sec. 1).
  • Requires physicians to display the ultrasound images to the pregnant woman, but specifies that the woman is not required to view the images (Sec. 1).
  • Requires the physician to make the fetal heartbeat audible if it is detectable, unless the woman has declined the option in writing (Sec. 1).
  • Requires physicians to verbally discuss the details of the ultrasound images which include, but are not limited to, the following (Sec. 1):
    • The location of the fetus in the uterus;
    • The dimensions of the fetus;
    • The presence of cardiac activity, if detectable; and
    • The opportunity for the pregnant woman to ask questions.
  • Authorizes a woman to opt out of the verbal explanation of the ultrasound image if the woman is pregnant due to rape or incest and has reported the act to law enforcement officials (Sec. 1).
  • Requires a pregnant woman to sign a form acknowledging that she understands the requirements for an abortion (Sec. 1).
  • Specifies that any individual who “knowingly” violates the provisions of this bill is subject to the following penalties (Sec. 1): 
    • A fine of no more than $1,000;
    • Imprisonment of no more than 2 years; or
    • Both.
