Vote to pass a bill that authorizes child care workers and personal care attendants to bargain collectively, effective July 1, 2012.

Highlights:

• Authorizes child care providers to bargain collectively with the state of Connecticut, except over any of the following topics (Sec. 2):
• Application of state employee benefits;
• A parent's right to recruit, select, terminate, and direct the activities of a child care provider; or
• A procedure for grievance arbitration against any parent.

• Authorizes personal care attendants to bargain collectively with the state of Connecticut, except over any of the following topics (Sec. 6):
• A consumer's right to hire, refuse to hire, supervise, direct the activities of, or terminate the employment of, a personal care attendant;
• Any proposal that would prevent consumers from requiring additional training;
• A procedure for grievance arbitration against any consumer; or
