Title: Authorizes the Expansion of Charter Schools

Vote to pass a bill that authorizes the creation of charter schools in certain districts within the state.

Highlights:

  • Authorizes the establishment of charter schools in school districts that meet at least 1 of the following criteria (Sec. A):
    • It is unaccredited by the State Board of Education;
    • It is provisionally accredited by the State Board of Education for 3 consecutive years; or
    • It is accredited by the State Board of Education only if the proposed charter school is sponsored by the local school board and is limited to 35 percent of the students in the school district if the district has 1,500 or more students.
  • Authorizes any 2 year vocational or technical school to sponsor a charter school (Sec. A). 
  • Requires sponsors to establish policies and procedures on how to manage their respective charter schools, including, but not limited to, how the sponsor will meet the following requirements (Sec. A):
    • How the sponsor will determine and review a charter school application;
    • How the sponsor will grant a charter;
    • How the sponsor will evaluate and address a charter school's performance; and
    • How the sponsor will close a charter school if the need arises.
  • Establishes the Missouri Charter Public School Commission to sponsor charter schools throughout the state (Sec. A).
  • Specifies that the Missouri Charter Public School Commission will consist of 9 members appointed by the Governor and will each serve 4 year terms (Sec. A).
  • Authorizes the State Board of Education to review sponsors every 3 years (Sec. A).
  • Authorizes the State Board of Education to take certain actions if a sponsor is found to be in material noncompliance including, but not limited to, the following actions (Sec. A):
    • Provide the sponsor with reasonable time for remediation;
    • Conduct a public hearing if remediation is found to be insufficient;
    • Notify the sponsor of corrective actions, such as withholding the sponsor's funding or suspending the sponsor's authority to sponsor the current and any additional schools; and
    • Replace the sponsor with the Missouri Charter Public School Commission. 
  • Specifies that the charter is a legally binding performance contract that outlines the responsibilities of the charter school and the sponsor and includes a provision that details the extent of parental, teacher, and community involvement in the governance of the school (Sec. A).
  • Requires the sponsor to annually review the charter school through established guidelines (Sec. A).
