Title: Prohibits the Use of Phones While Driving
Vote to pass a bill that prohibits the use of hand-held phones while driving.
- Prohibits driving a vehicle while using a hand-held phone or electronic communication device unless the phone or device is hands free, whereas existing law only prohibits text-based communication (Sec. 1).
- Specifies that using a hand-held phone or electronic communication device includes, but is not limited to, the following (Sec. 1):
- Talking or listening to another person;
- Text messaging; or
- Sending an electronic message.
- Specifies that texting while driving constitutes a moving violation (Sec. 1).
- Specifies that using a hand-held phone or electronic communications device while driving is a primary offense (Sec. 1).
