- Rescinds $430 million from the budget reserve and appropriates the monies to the general fund for the 2012 fiscal year (Art. 5, Sec. 7).
- Requires school boards to base unrequested leave of absence and dismissal policies on teacher performance evaluations that rank teachers from “least to most effective” and from least to greatest seniority in each “effectiveness” category by the 2016-2017 school year (Art. 2, Secs. 2, 3 & 5).
- Prohibits school boards from using a teacher's salary as a basis for placing the teacher on unrequested leave of absence or in dismissal decisions (Art. 2, Sec. 2).
