Title: Extension of Surface Transportation Funding and Approval of the Keystone XL Pipeline

Vote to pass a bill that extends highway programs and requires the Federal Energy Regulatory Commission (FERC) to approve a permit for the Keystone XL Pipeline project.

Highlights:

  • Requires the FERC to issue a permit for the Keystone XL Pipeline no later than 30 days after the receipt of the permit application (Sec. 203).
  • Specifies that if the FERC has not acted on an application for a permit or modification to a permit within 30 days after receiving the application, the permit or modification is considered to have been issued (Sec. 203).
  • Authorizes the Keystone XL Pipeline project to proceed without any presidential permits (Sec. 204).
  • Extends the expiration date of current federal highway aid programs and highway traffic safety programs from June 30, 2012, to the following dates (Secs. 111 & 121-122):
    • Through September 30, 2012, for highway aid programs; and
    • Through the end of the 2012 fiscal year for highway traffic safety programs and motor carrier safety grants.
  • Increases appropriations for federal highway aid programs from $479 million to $639 million through September 30, 2012 (Sec. 111).
  • Extends the expiration date of federal use of the Highway Trust Fund from July 1, 2012, to October 1, 2012 (Sec. 142).
  • Authorizes each state to implement its own coal combustion residuals permit program for regulating the management and disposal of coal combustion residuals within that state, whereas existing law required the federal government to establish coal combustion residuals regulations (Sec. 501).
