  • Prohibits drivers from the following while their vehicle is in motion (Sec. 1):
    • Reading or typing a text message; or
    • Communicating on a computer, PDA, or other device with a visual display.
  • Exempts devices installed in emergency vehicles if the user of the device reasonably believes that the information on the device is necessary to respond to a health, safety, or criminal matter (Sec. 5).
