Title: Requires Photo Identification for Voter Registration
Vote to concur with House amendments and pass a bill that requires individuals to present photo identification when registering to vote in person, effective July 1, 2012.
- Requires individuals who register to vote in person to present an official state identification card, an operator's or chauffeur's license, or another generally recognized picture identification card.
- Specifies that if an individual registering to vote in person does not present photo identification, his or her registration shall be considered a mail registration application.
- Authorizes individuals to register to vote while applying for a state identification card or operator's or chauffeur's license, provided that the individual presents a birth certificate and 1 other approved identification document.
- Authorizes individuals to submit mail registration applications to third-party voter registration organizations.
- Defines a “third-party voter registration organization” as an organization that distributes and collects voter registration applications by 2 or more individuals for delivery to the clerk of the county, city, or township in which the applicants reside.
- Requires third-party voter registration organizations to register with the Secretary of State and provide all of the following information to the Secretary:
- The name and permanent address of the organization;
- The name of each officer of the organization; and
- The name and address of the organization's registered agent in the state.
- Requires the Secretary of State to establish a training program for third-party voter registration organizations and requires 1 representative from every third-party voter registration organization to complete the training.
- Requires the Department of State to maintain a database of third-party voter registration organizations in the state.
