Title: Reduces the Number of Members in the General Assembly

SECOND, FOLLOWING AN ELECTION YEAR IT REQUIRES ANOTHER MAJORITY VOTE BY THE NEXT GENERAL ASSEMBLY, AND THIRD, APPROVAL BY THE VOTERS DURING A GUBERNATORIAL ELECTION.
