Title: Joining an Interstate Health Care Compact to Opt-Out of Federal Health Care Programs
Vote to pass a bill that establishes an Interstate Health Care Compact.
- Establishes the Interstate Advisory Health Care Commission which shall consist of no more than 2 members per member state (Sec. 2).
- Requires that each member state take joint and separate action to secure the consent of the United States Congress to the Interstate Health Care Compact in order to return the authority to regulate health care to the member states (Sec. 2).
- Authorizes legislatures of member states to regulate health care policy within their jurisdiction (Sec. 2).
- Authorizes each member state to suspend all federal laws, rules, regulations and orders regarding health care within their state that are inconsistent with the laws and regulations adopted by each member state through this compact (Sec. 2).
- Requires that each member state have the unconditional right to federal moneys equal to the state’s current year funding level (Sec. 2).
- Requires that Congress establish an initial member state funding level for each member state, based on reasonable estimates, by the start of each federal fiscal year (Sec. 2).
- Prohibits the Commission from taking any action within a member state that violates any of that member state’s laws (Sec. 2).
- Specifies that this compact shall be effective upon adoption by at least 2 member states and the consent of the United States Congress (Sec. 2).
