Title: Prohibits Cell Phone Use by Teens While Driving

Vote to pass a bill that prohibits cell phone use by teens while driving a motor vehicle.

Highlights:
  • Prohibits instruction permit holders for class D or G licenses from using a wireless communication device while driving (Sec. 1).
  • Prohibits a class G license holder from using a wireless communication device while driving for the first 6 months he or she holds the license (Sec. 2).
  • Exempts calls made during an emergency in which stopping the vehicle is impossible or will create an additional hazard (Secs. 1 & 2).
  • Prohibits a law enforcement officer from stopping a vehicle or issuing a citation for a violation of this prohibition unless the officer has a “reasonable cause” to believe there is another violation of state driving laws taking place (Secs. 1 & 2).
