Highlights:

• Authorizes outdoor advertising to be placed or maintained along an interstate, secondary, or primary system within 660 feet of the edge of the right-of-way, including but not limited to, the following (Sec. 1):
• Advertisements that are capable of mechanically or electronically changing messages that:
• Do not contain animation; and
• Stay static for at least 8 seconds;
• Directional or official signs and notices; and
• Signs, displays, and devices located on the premises of the activities they advertise.

• Authorizes cities and counties to regulate outdoor advertisements, including the use of lighting (Sec. 1).
