Title: Requires a 2/3 Vote for Tax Increases

Vote on a motion to advance to third reading a joint resolution that submits a constitutional amendment to the voters that would require a 2/3 vote for tax increases.

Highlights:

  • Requires the approval of 2/3 of the members of each house in order to pass any bill or resolution that does any of the following (Sec. 1):
    • Creates a new tax or fee;
    • Increases an existing tax or fee; or
    • Reduces or eliminates a device used to compute tax or fee liability, including, but not limited to, a deduction, exemption, or credit.
  • Specifies that the approval of 2/3 of the members of each house is not required if the bill or resolution would not result in increased revenue (Sec. 1).

NOTE: THIS IS A SECOND READING VOTE TO CUT OFF DEBATE ON THE BILL AND ADVANCE IT TO THE THIRD READING IN WHICH AN UP-OR-DOWN VOTE FOR PASSAGE WILL OCCUR.
