Title: Requires In-State Residency to Vote
Vote to override a veto of a bill that requires voters to live in the city or town in which the individual votes.
- Requires any individual who registers to vote in the state to be “domiciled” in the city or town in which they are registering (Sec. 2).
- Defines “domicile” as the place an individual intends to return to after a temporary absence (Sec. 4).
- Requires an individual to provide proof of residency and fill out a voter registration form acknowledging the following details (Sec. 2):
- The individual is domiciled in the city or town in which they are voting;
- The individual has claimed only 1 state and city or town as their domicile at a time;
- The individual is not domiciled or voting in any other state and city or town; and
- The individual is aware that being domiciled in New Hampshire entails he or she is subject to the state laws including the requirement to register any motor vehicles and apply for a driver’s license within 60 days of becoming a resident.
- Requires an individual who is unable to provide adequate proof of residency to sign a “qualified voter affidavit” certifying that his or her domicile is at the address provided in order to be able to register to vote (Sec. 4).
- Requires the secretary of state to mail a letter of identity verification to each voter who registered to vote on Election Day and submitted a “qualified voter affidavit” by the following dates (Sec. 5):
- 60 days after the date of a general election, if the voter registered at the general or the state primary elections; or
- July 1 or January 1 after the municipal election, if the voter registered at a regularly scheduled municipal election.
NOTE: A TWO-THIRDS MAJORITY OF THOSE PRESENT AND VOTING IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
