Title: Authorizes the Transfer of Federal Lands to the State
Vote to concur with Senate amendments and pass a bill that requires the federal government to transfer the titles of public lands in Utah to the State of Utah.
- Requires the federal government to transfer the titles of public lands in Utah to the State of Utah by December 31, 2014 (Sec. 3).
- Defines “public lands” as all lands within the exterior boundaries of the state except those which are (Sec. 2):
- Privately owned;
- Held in trust by the state or an independent entity;
- Reserved for use by the state system of education or an institution of higher education;
- Designated as national parks as of January 1, 2012;
- Designated as national monuments as of January 1, 2012;
- Designated as wilderness areas as of January 1, 2012;
- Lands which have been ceded to the United States for military use;
- Tangible property of the United States within the boundaries of a municipality; or
- Lands or water rights belonging to Native Americans that are guaranteed to them by the United States.
- Specifies that if the state sells the public lands obtained from the federal government, the state will retain 5 percent of the sale price and pay 95 percent of the sale price to the federal government (Sec. 3).
