Vote to pass a bill that requires drug testing for certain welfare benefit recipients.

Highlights:

  • Requires a parent enrolled in the Family Employment Program to fill out an assessment that includes a determination of controlled substance misuse (Sec. 2).
  • Requires financial assistance to be provided only under the following circumstances if the results of the assessment indicate a “reasonable likelihood” that the parent misuses a controlled substance (Secs. 2 & 3):
    • If the parent agrees to a drug test at the program’s expense; and
    • If the test results are positive the parent must agree to participate in treatment for a substance abuse disorder at the program’s expense and must test negative throughout the course of treatment.
  • Specifies that a parent who refuses to take or fails a drug test before or during treatment will be ineligible for benefits during the following periods (Sec. 3):
    • 90 days after the first incident within a single year; and
    • 1 year after the second incident within a single year.
