Vote to pass a bill that requires abstinence-only sexual education in public and charter schools.

Highlights:

• Prohibits the State Board of Education from recommending any classroom materials other than “abstinence only instructional materials” for human sexuality instruction or instructional programs (Sec. 1).

• Authorizes charter and local school boards to adopt either the abstinence only instructional materials recommended by the State Board of Education or different abstinence only instructional materials that comply with state requirements (Sec. 1).

• Specifies that charter and local school boards are not required to provide instruction in human sexuality (Sec. 1).

• Defines “abstinence only instructional materials” as those that teach the following concepts (Sec. 1):
• Abstinence from all sexual activity before marriage and fidelity after marriage as “the only sure” methods for preventing “certain communicable diseases”; and
• Personal skills that encourage abstinence and fidelity.

• Requires a parent education component in abstinence only instructional materials, in which materials are made available to parents to assist them in providing instruction to their children (Sec. 1).
