Title: Reducing Restrictions on Urban Development
Vote to pass a bill that authorizes an increase in urban services for development near cities, effective immediately.
-Authorizes a land owner within the urban growth boundary of an urban service district to connect to the service district (Sec. 2).
-Authorizes the land owner to connect to the services of another provider if the current provider is unwilling or unable to provide services (Sec. 2).
-Authorizes service providers to charge the land owners for costs associated with connecting and delivering urban services (Sec. 2).
-Authorizes a city or district that provides an urban service to annex the new territory by resolution or ordinance without approval by voters (Sec. 4a & 4b).
-Defines “urban service” as including, but not limited to, the following services (Sec.3):
-Sanitary;
-Water;
-Fire Protection; and
-Streets, roads and mass transit.
-Requires a city that has annexed an area comprising part of a service district to provide the services previously provided by the district (Sec. 6).
