Title: Requires Drug Tests for Certain Welfare Recipients

Vote to pass a bill that requires welfare recipients to submit to drug testing to determine their eligibility for benefits.

Highlights:

Requires a drug screening of all welfare recipients during their initial eligibility interview (Sec. 1):

Screenings will be repeated periodically, but no more than once every six months; and
Officials may perform more frequent screenings if there is probable cause that the participant is using illegal substances.

Requires a recipient to take a drug test if a screening indicates that they may be using illegal substances (Sec. 1).

Requires that any individual who refuses to participate in a screening or who tests positive in a drug test will not receive Temporary Assistance for Needy Family (TANF) benefits for 12 months (Sec. 1):

Specifies that individuals who refuse to participate in a drug test or have tested positive for the use of illegal substances will have one opportunity within the 12 month period to reinstate their benefits (Sec. 1):

Entering into and maintaining full compliance with a drug treatment program that will be paid for by the individual.

Specifies that this bill will not take effect unless funds are appropriated to cover its provisions (Sec. 2).
