Title: Defines Life as Beginning at Conception
Vote to pass a bill that defines a human life as beginning at conception.
- Specifies that the life of each human begins at conception (Sec. 1).
- Specifies that all of the “rights, privileges, and immunities” available to other residents of Virginia also extend to any “unborn children,” subject to restrictions contained in the following (Sec. 1):
- The Constitution of the United States;
- Decisions of the United States Supreme Court; and
- The laws and constitution of Virginia.
- Specifies that the bill does not create a cause of action against a woman for indirectly harming an “unborn child” due to unsatisfactory personal or prenatal care (Sec. 1).
- Defines “unborn children” as any offspring of human beings from the moment of conception until birth at every stage of biological development (Sec. 1).
- Exempts lawful assisted conception from the provisions of this bill (Sec. 1).
