Title: Amends Teacher Contract and Evaluation Policies

Vote to pass a bill that repeals continuing contracts for new teachers beginning July 1, 2013.

  • Authorizes any teacher, principal, assistant principal or supervisor that attained or is eligible for continuing contract status by the first day of the 2013-2014 school year to maintain their continuing contract status (Sec. 4).
  • Requires teachers, principals, assistant principals, and supervisors to complete a probationary period of 5 years with annual performance evaluations prior to receiving a 3 year term contract (Sec. 1).
  • Requires formal performance evaluations in the third year of a 3 year term contract for teachers, principals and assistant principals (Sec. 1).
  • Requires that teachers, principals and assistant principals who attained continuing contract status prior to the 2013-2014 school year receive formal evaluations at least once every three years (Sec. 1).
  • Requires that student academic performance be included in teacher, principal and superintendent performance evaluations (Sec. 1). 
  • Authorizes teachers who attained continuing contract status prior to the 2013-2014 school year shall maintain their continuing contract status, but may be required to complete a probationary period if they transfer to a different school district (Sec. 1).
  • Repeals local school board authority to issue 3 year local eligibility licenses (Sec. 1).
  • Prohibits establishing reductions in the workforce solely on seniority status (Sec. 1). 
  • Specifies that dismissals shall not be defined as including the nonrenewal of a term contract (Sec. 1).
