- Appropriates $29 million for the University of South Florida, Polytechnic (Sec. 1).
- Appropriates $9,117,278 to school districts that made satisfactory progress during the 2011-2012 fiscal year (Sec. 2).
- Specifies that the tuition for programs leading to a career certificate or an applied technology diploma will be $2.39 per credit hour for Florida residents and $9.56 per credit hour for nonresidents (Sec. 2).
- Specifies that undergraduate tuition for the 2012-2013 academic year will be $111.59 per credit hour (Sec. 2).
- Reduces appropriations for hospitals by $1.6 million (Sec. 3).
