Title: Prohibits Minors from Using Cell Phones while Driving

-Prohibits an individual under the age of 18 from using a wireless telephone to communicate with another person while operating a motor vehicle (Sec. 1).

-Authorizes persons under the age of 18 to use a wireless telephone to communicate with another person while operating a motor vehicle only in the following circumstances (Sec. 1):
    -During a medical emergency;
    -When reporting or requesting assistance for a safety hazard;
    -When reporting or requesting assistance for criminal activity; or
    -When communicating with a parent or legal guardian.

-Requires violators of this law to pay a maximum fine of $50 (Sec. 1).

-Prohibits the Driver License Division from assessing points against a person’s driving record for a violation of this law (Sec. 1).

-Specifies that the provisions of this bill apply to all individuals under 18 regardless of whether or not the individual is a resident of Utah (Sec. 1).
