Title: Increase State's Ability to Borrow
Vote to concur with House amendments and pass a bill that authorizes the transfer of money from internal accounts, effective immediately.
- Authorizes the transfer of state funds from certain accounts to the General Fund (Sec. 2).
- Prohibits any transfer of state funds from accounts including, but not limited to, the following (Sec. 2):
- The Central Valley Water Project Construction Fund;
- The Central Valley Water Project Reserve Fund; or
- The California Water Resources Development Bond Fund.
- Requires interest to be paid on all transfers to the General Fund from the following accounts (Sec. 2):
- Department of Food and Agriculture Fund;
- DNA Identification Fund; and
- The Mental Health Services Fund.
- Authorizes the transfer of funds to the General Fund from the following accounts when their remaining balance is over 15 percent (Sec. 3):
- The Highway Users Tax Account;
- Transportation Investment Fund;
- Motor Vehicle Fuel Account;
- Transportation Revolving Account; and
- The State Highway Account.
