Title: Amending Insurance Coverage of Abortions

Highlights:

  • Prohibits qualified health plans offered through the health insurance exchange from covering abortions (Sec. 2).
  • Defines “health insurance exchange” as an insurance system established to comply with the Patient Protection and Affordable Care Act (Sec 2).
  • Exempts abortions performed under the following circumstances from the provisions of this bill (Sec. 2):
    • The abortion is medically necessary in order to prevent the death of the mother, as certified by a physician;
    • The pregnancy was caused by rape, and such rape was reported by the victim to a law enforcement agency or, in the case of a minor, Children Protective Services; or
    • The pregnancy was caused by an act of incest, and such act was reported by the victim to a law enforcement agency or, in the case of a minor, Children Protective Services.
  • Authorizes individuals to purchase optional supplemental abortion coverage, provided that the individual pays a separate premium for the coverage and obtains the coverage outside of the health insurance exchange (Sec. 2).
  • Prohibits qualified health plans from excluding coverage for the following (Sec. 2):
    • Miscarriage;
    • Complications related to a miscarriage; or
    • Post-abortion complications.
