Vote to pass a bill that establishes a North Dakota health benefit exchange.
Establishes the North Dakota Health Benefit Exchange Board, consisting of 9 voting members appointed by the governor as follows, to set policies for the administration of the health benefit exchange (Sec. 1):
3 members representing consumers;
2 members representing the health insurance industry;
1 member representing licensed insurance producers;
1 member representing small employers;
1 member who is a health care professional; and
1 member to be determined by the governor.
Prohibits the health benefit exchange from preventing the sale of health benefit plans through non-exchange mechanisms (Sec. 1).
Requires the health benefit exchange to begin operations by October 1, 2013, unless otherwise directed, and to be fully operational by January 1, 2014 (Sec. 1).
Specifies that the establishment of a state-administered health benefit exchange is intended to express the legislature's support of state control, and not of the federal Patient Protection and Affordable Care Act (Sec. 10).
