Vote to pass a bill that allows government agencies to establish automated speed enforcement systems, effective July 1, 2012.

Highlights:

• Defines "automated speed enforcement system" as a device installed in a safety zone for the purpose of capturing a picture of a vehicle and its registration plate while a driver is violating traffic laws (Sec. 11-208.8).

• Defines "safety zone" as an area within one-eighth of a mile of the property line of schools and public parks (Sec. 11-208.8).

• Specifies that an owner of a vehicle that is recorded to have a violation by an automated speed enforcement system is subject to a civil penalty not exceeding $100 for each violation, plus an additional penalty of not more than $100 for failure to pay the original penalty in a timely manner (Sec. 11-208.8).

• Specifies that the net proceeds that a municipality receives from civil penalties imposed under an automated speed enforcement system shall be issued for the following purposes (Sec. 11-208.8):
