Title: Compliance with Patient Protection and Affordable Care Act
Vote to concur with House amendments and pass a bill that requires California health care service plans and health insurers to comply with the Patient Protection and Affordable Care Act.
-Requires health care service plans and health insurers to provide an annual rebate to each insured person if the ratio of expenses to revenue from premiums is less than the either of the following percentages (Sec. 2):
- -85 percent if the health insurer offers coverage in the large group market; or
- -80 percent if the health insurer offers coverage in the small group or individual market.
-Requires all rebates to be paid no later than August 1 of the calendar year in which the ratio of expenses to revenue was calculated (Sec. 2).
