Highlights:
  • Repeals the Environmental Protection Agency's rule limiting interstate transport of emissions of nitrogen oxides and sulfur dioxide that contribute to harmful levels of fine particulate matter and ozone in downwind states (Sec. 5).
  • Requires the Administrator of the Environmental Protection Agency to set a date for compliance with an environmental regulation that is at least 5 years after the effective date of the regulation (Sec. 5).
